UPSC will modify its exam security concerns: after Puja Khedkar ‘fraud’ case
UPSC: The Union Public Service Commission (UPSC) is
looking for Public Sector Undertakings (PSUs) to deploy advanced digital
biometric technologies to improve security during its exams. This endeavour
follows an incident involving Puja Khedkar, a trainee IAS official who
reportedly altered her details to exceed the number of exam tries allowed.
What
likely to be changed in UPSC examination?
UPS conducts 14 major examinations, as well as a number of
recruitment tests and interviews, for induction into Group A and Group B posts
in the central government each year. After the exploitation of rules and
security UPSC intends to implement cutting-edge technologies, such as:
- Fingerprint authentication by Aadhaar or digital capture and
facial recognition for candidates.
- QR code scanning for e-admission cards
- Live AI-powered CCTV surveillance during examinations
These procedures attempt to keep UPSC exams free,
fair, and impartial. The tender, which was released on July 18, does not
specify whether these technologies will be employed in the future.
The infamous IAS officer "fraudulently availed efforts
over the authorised limit under the Examination Rules by falsifying her
identity by way of changing her residence, email address, mobile number, and
father's and mother's names, as well as her photograph and signature,"
according to a statement released by UPSC.
What is the
Puja Khedkar UPSC controversy?
Puja Khedkar's status has deteriorated as a result of claims
that she presented forged handicap and caste certificates in order to get
appointed as an IAS official. This has resulted in more charges against her and
her family.
Khedkar attracted attention earlier this month after being
transferred from Pune to Washim district following reports about her improper behaviour
during her probation. These allegations included driving in a private vehicle
equipped with a beacon light. She also wanted her own office, an official car,
and staff, which are not generally provided to trainee officers.

Khedkar Case: An Order of Events
- 2019- Puja Khedkar obtained a certificate from the
Ahmednagar District Hospital indicating her visual impairment.
- 2021- She received a combination certificate from Ahmednagar
District Hospital attesting to her mental condition and vision impairment.
- 2022- She applied for locomotor disability at Yashwantrao
Chavan Memorial Hospital in Pimpri to demonstrate her incapacity to attempt UPSC.
Citing an earlier ACL rupture, the hospital provided a document indicating a 7%
locomotor handicap in her left knee.
- When Khedkar applied for the certificate, he presented a
fictitious ration card and claimed to be a Pimpri-Chinchwad resident. Moreover,
she provided the incorrect address, Plot No. 53, Dehu-Alandi, Talwade.
- It was later discovered, meanwhile, that this address did
not belong to a residential building but rather to Thermoverita Engineering
Private Limited. Due to a Rs. 2 lakh overdue tax, the municipal administration
has now sealed the property.
- In the Aundh Civil Hospital, a concurrent claim for
locomotor disability was submitted. On October 11, 2022, the online application
to Aundh's civil hospital was automatically refused since the disability
certificate was granted by YCM Hospital.
Using the Yashwantrao Chavan Hospital certificate as
support, she sought for benefits under the "person with baseline
disability" category and passed the civil services examination.
